The state's latest rules for executing by lethal injection hit a new snag, sending it back to correctional officials for more work.
The California Office of Administrative Law, the state body responsible for approving regulations proposed by agencies such as the California Department of Corrections and Rehabilitation, issued a detailed 21-page response explaining why the lethal injection procedure still wasn't legal.
